BC Hydro Flood Management

EPI lead this successful structured decision process to develop a comprehensive flood hazard mitigation plan on the Coquitlam River. The process was designed as a technical exercise lead by a core Project Team that included representatives from: BC Hydro, City of Coquitlam, City of Port Coquitlam, Kwikwetlem First Nation (KFN), Ministry of Environment, Inspector of Dykes, Metro Vancouver and the Department of Fisheries and Oceans (DFO). A Design Flood Team advised on, and performed, technical analyses related to determining the design flood. This group included: Northwest Hydraulic Consultants, Hatch Energy, Associated Engineering, Michael Quick, and Water Management Consultants. Additional agencies, including INAC, Canadian Pacific Rail (CPR), Ratcliff & Company, Emergency Management BC and The Provincial Health Services Authority were kept informed of the process and/or contributed expert support. The work of the Project Team built on previous flood mitigation processes and analysis. In total, 13 meetings were held between February 1, 2008 and March 30, 2009.
