Metro Vancouver RGS Indicator Review

EcoPlan International was contracted to work with Metro Vancouver to conduct a formal review of the Regional Growth Strategy (RGS) Monitoring Framework in order to identify and fill gaps in the existing set of Metro 2040 performance measures and data sources, and improve the Progress toward Shaping our Future monitoring program. The project approach employed a variety of communication and analytic tools to facilitate a coordinated evaluation– an iterative cycle of information gathering, research and analysis, and review – about the framework, its use, and connection with RGS policies. A key component was the development and circulation of a two-phased, structured Evaluation Tool that helped to assess the measures using five criteria, and also collected critical details about their use, potential audience, data collection, and general strengths and weaknesses.
