Winner of a Canadian Institute of Planners Award of Planning Excellence, the Cowichan Tribes Community Transportation and Mobility planning process began in 2015, and despite major administrative, jurisdictional and capacity hurdles, resulted in a doable plan that has improved the community and the lives of its residents. Within a three-month timeframe, two actions consisting of over 40 safety improvements to 35 locations were implemented. In addition to these significant safety improvements, the plan has invigorated the dialogue between Cowichan Tribes members, staff, leadership, and other levels of government, enabled staff and leadership to build and strengthen relationships with important partners, and matched community priorities with available funding opportunities. The plan has also successfully leveraged City of Duncan, Regional District of Cowichan Valley, and provincial funds for transportation and mobility improvements on Cowichan lands. All of this has led to significant momentum for future planning work, such as an update to the Cowichan Tribes Comprehensive Community Plan and more detailed land use planning.
